Sounds like there is some confusion. No team has unlimited roster spots. They must equalize across all sports with women. The NCAA limits the scholarships to 12.6. I think that is what you were eluding to by mentioning budget. Otherwise the budget is irrelevant as long as you get shoes and clothes. What else would you be looking for? Put your time out and a part of the country and then we can recommend schools. The size of the team shouldn’t matter to you.

Go to Mizzou. They will literally take anyone and have a huge budget from all that SEC money.

I can't think of a worse program to run for. It's a complete dead end for make distance runners. Triathlete stud isn't even approaching his high school times. Such a shame.
