1) Obstruction of Justice and Money Laundering (tied)
2) Perjury (he needs to talk to someone first, but if he does, he will be charged with this)
3) Conspiracy against the United States (he almost for sure has done this, but it will be the hardest to prove, AND it IS slightly less likely that he did this than the two things tied for #1)
#1 How did Trump obstruct justice? During the campaign? None of his actions as President seem to meet a legal standard (as you desire), as he has authority to act as Executive. Clinton, on the other hand, clearly did obstruct justice when meddling (to use the modern word) with the Paula Jones case (witnesses, investigators), but then, he wasn't acting as Executive.
I have no idea what "money laundering" you are talking about, but his "emoluments" vis-a-vis his business interests again don't come close. (The Clinton Foundation is much closer to money laundering (charity fraud actually), of course)
#2: he needs to talk *under oath*, unlikely he has lied under oath in the first place. Clinton on the other hand...
#3 is the basically the ultimately political thought-crime
