A writer for Outside Magazine did an experiment on himself to do a write-up on what effect EPO (and other banned substances) would have on him, an aging, run-of-the-mill amateur cyclist. It's not exactly the scenario you mention, but it's a pretty good read:

well there are two trains of thought on this
1) the person would run slower, being a mindweak loser.
2) the person would run approx ~ 24:00 to 24:14 based on a 3-4% gain from EPO.......
....but as we all know the answer is #1 cause,
EPO AND PEDs DONT WORK!!!!!
