Compton and South Chicago are sketchy neighborhoods in cities that have nice areas. Baltimore is a city that also has nicer neighborhoods, among the many very bad ones, too.

Detroit and St. Louis are also good "bang for your bucks"
If you can look out your window and see a Family Dollar, a Dollar Store, and a Dollar General, you know you've got it made.

Add Bail Bond Leon (Bakersfield, CA) to that list. I remember the ads: "In jail and want out? Call Bail Bond Leon."

New Hampshire's having a brutal winter.
Boston area retirees move to Cape Cod or Flawduh, so they are over crowded.
But I've met several that say North Carolina has a nice year round balance of weather, is affordable, but there are a lot of "those" people you have to put up with.

You mean Democrats?!?
Less popular compared to what ? Some of those states have been among the fastest growing in the US; others are economically vibrant... I wouldn't be surprised if someone told me that I should move to Raleigh-Durham or that Minneapolis has a great running scene. Someone come sell us on Delaware.
Mexico and Central America.
