Pretty sure the athletic department can do whatever it likes with regard to gear. Coach’s discretion, whatever. When I ran at a mid-pack, Power 5 D1 not too many years ago, most gear went to everybody, but some would only go to those competing at a certain meet or those who made the conference or regional team. For shoes, faster people got new shoes and spikes more often.

However, for those who do not hit the times and complain they are also requested to issue a wet blanket to place around their shoulders as a comforter.

This is a silly question. It is like asking if they are required to give every kid a full ride. Track is much different than football or basketball in that every kid is getting a different deal...from a full ride with all of the gear that you could ever want ...to the OP’s deal which is that you are lucky to be on the team with no gear or scholarship.

To motivate some slappy half-assers that are more concerned about getting free shoes than running fast. Some of these kids think they deserve the world just because they show up everyday.

Most DIII, DII and lower level DI coaches DO NOT have the resources to just hand out gear to everyone on the team just because the kids think they need or deserve it. Heck most DI schools don't give the scrubs more than a pair of trainers per semester and a pair of spikes and some t-shirts.

Any program that sets a policy like this probably doesn’t have the resources to distribute much gear...so they probably have to implemt some way of keeping costs down...even many “DI” schools. I sure wouldn’t base it on time in XC, but Track is entirely reasonable. And any program with this small of a budget probably isn’t worried about what recruits think because they’re not bothering to recruit.

Please give us the name of the college. It is obviously no secret that guys don’t get shoes there so nobody in the admin would be upset by providing public info. It is not a real D1 college. Every Power 5 college gives athletes their shoes. Is it east-west-southern blah blah state?
It seems kinda insane weird that he would make up an arbitrary standard, especially in XC, that nobody hit anyways. I feel like giving shoes to the top 10 or whatever would be more appropriate. I'm sure he's not doing it to be a dick, he probably just has tight budget constraints and/or is trying to motivate you guys, I'm sure he wishes he could give new shoes and spikes to everybody. I wouldn't look too hard for rules regarding this practice, I'm quite sure there's nothing in the NCAA saying that a coach HAS to give you guys shoes.
What about travel expenses? What about scholarships? I don’t think the OP is being entirely honest with us regarding the level of the team. It sounds like a D1 school that doesn’t actually have a men’s team. Maybe he is just not clear on that. Is it Vanderbilt?
Sub 33 xc 10k on a course where the front Kenyans didn't break 31.

It is a d2 school. The men and women are in the same boat on this

It is a d2 school in Southwest Georgia. 45 mins from auburn
Also, don't think I'm trying to find a rule to say we have to get shoes so I can go tell someome. I didn't think that would be the case but a friend of mine mentioned it so i asked.
Welcome to this game called life. Not everyone get a trophy for participation. If the coach gave shoes to every rummy who tries out for his team, he will probably be unemployed in a short time. Maybe you should realize, he might want a competitive team and you won't be able to help him achieve this.
Drop out of college and pick up a trade... you will end up making more money.
