Depends on how long you have been running. If this is your first year running, you will get there much easier than if it has taken you many years to get to where you are.
That being said, 4 in the 1500 is a mental barrier just as much so as a physical barrier. You're mileage is plenty, and if you do a lot of specific work for 1500 for your CURRENT fitness, and work on a touch of speed, you should be able to get there. Probably not this year, but eventually.
My debut in the 1500 freshman year of college was 4:02, and it was the first race of the season. I didn't break 4 that season... Got down to 4:00.1. Next year I dropped my XC times by 1 minute, and that outdoor season only ended up running 3:59... The year after that smashed through and ran 3:55, but felt like I was in shape to run even faster.
Times at the time of each;
Freshman year: 49.3 - 400; 1:53.8 - 800; 4:00.1 - 1500; 27:02 8K.
Soph Year: 49.8 - 400; 1:54.4 - 800; 3:59.6 - 1500; 25:50 8K.
Junior Year: 49.6 - 400; 1:56.2 - 800; 3:55.2 - 1500; 25:03 8K.
That being said the following times don't guarantee anything. My teammate didn't break 2:00 in the 800 (2:01) and didnt break 26:30 8K and was able to run 3:57. So I guess I just suck at racing.
