Sure. I had all four of mine taken out when I was in college. I wasn't a runner then, but it was no big deal. I was wiped out for the rest of the day from the anesthetic and had a mildly sore mouth for a few days after that. Nine days should be more than enough time for full recovery.
If you get a dry socket you're screwed so postpone it if you can.
Get it done after track. Not fun to go running right after surgery. A couple weeks off and start gearing up for cross.

No. It could take as little as 4 days to as much as two weeks. Longer if there are complications. You should postpone until after the indoor season. I wouldn’t postpone until summer without discussing with a specialist. Some cases get more complicated the longer you wait.
No, they don't grow back, ever. You shouldn't want to recover them anyhow, be glad they're gone.
It's probably better to wait until the offseason if you can. Normally, exercise isn't encouraged for a few days after surgery, so you may miss two or three days of workouts if not school (depending on how impacted your wisdom teeth are). Then, there is still the chance of infection with swelling and a trip back to the oral surgeon with antibiotics up to 10 days after. On the other hand, some people are fine in a day or two, but everyone is different. It's hard to predict.

Yes. That's enough time, as along you rinse with salt at least 5 times a day, which is to prevent bacteria from building up. I'm dealing with that right now. I got mine pulled last monday. It hasn't fully healed yet, but there are no complications or pain.
Hell, I ran two days after getting it pulled, no problems. You'll notice some slight discomfort, but once you start running you will not even think about it.
Nine days is plenty of time.
