You underestimate today's gangsters. They are street gangs and motorcycle gangs that distribute guns and drugs. They are hard core criminals who don't pretend to be legitimate business men. They beat up, stab, and shoot people who get in their way of making money and usually don't mind if innocent people are collateral damage. They are usually local groups but have a much larger affiliation that has a supply chain.

The rules have changed. In fact, there are no rules anymore. You talk to guys who grew up in the slums, they know it. "Gangstas" these days want to make a name for themselves, and they don't care who or how their victims are selected.

Don't forget the WalMart type companies that take federal tax incentives and hire employees at wages so low that they end up on welfare. Or companies that hire illegals as a standard practice knowing that those people will collect government services. So our taxes are making up the difference of what an employee actually costs and what they are paying.
They are not what they were 50-60 years ago, but the mafia is still active in the US. My college roommate's girlfriend was from New Jersey. Her family is still active in the mafia. Her uncle got caught up in a murder conspiracy and had to do 12 years because he was not allowed to rat on anyone. He was offered 6 months if he testified. But the real choice was 12 years or swimming with the fishes.
The current mafia does a lot of money laundering and drug dealing and has their hands in construction and labor unions on the East Coast. The mafioso of the 50s and 60s made a lot of money and bought into legitimate businesses. So, if you do construction in some parts of the East Coast, you may get directed by the general contractor to hire certain contractors to pour cement even though their bid is not competitive. If you don't your materials will be stolen from your job site and the building inspector will "accidentally" skip appointments and delay your construction for weeks.
