I have poor circulation in hands and feet, so here's what I do.
I wear mittens instead of gloves. To test mittens, I put them on, put the back of my hand against my mouth and blow. You should just barely feel your breath. If I can easily feel warm air, the mittens will be next to worthless because freezing air will push right through the mittens while running. Big ski mittens like those shown won't work for me either because they don't breath, which makes my hands sweat. I've tried mittens like that and after a run, I could pour sweat out of the mittens!
I carry charcoal warmers in a jacket pocket to use if needed. After use, I recycle them by putting them into a ziploc bag after I run and squeezing all the air out. You can use one charcoal warmer 2-3 times using this approach because the chemical reaction needs air.
It's also important to keep the forearms warm. If the blood gets chilled in the forearm, it's not going to keep your fingers warm. I wear heavy wool socks with the feet cut off on my forearms under my running top.
