Okay maybe it won't happen?
Unless Oakland & St. Louis build new stadiums they're never getting a another franchise. Remember the Rams high-tailed it out there because they wouldn't replace the old Edward Jones dome. And of course Marc Davis wouldn't replace the very old Oakland stadium which is still the only NFL venue that shares with a MLB franchise (Oakland Athletics).
I think the expansion might come internationally; London & Mexico City. The NFL plays 2 or 3 games every year in London and one in Mexico City. All games are sellouts and seem generate a lot of market interest. Working out the travel logistics would be the biggest challenge with expansion in London.
More like will the NFL fold within a few years.

College football is even worse. Let's watch young kids give each other head trauma for no money. It's monstrous.

Someone's triggered that their friends and or family love the NFL and they don't know much about it. Or that the NFL is popular and you don't like it. I bet it gets awkward when people you know talk football. You probably are embarrassed and triggered and try to ensure the subject is changed. Or just spout the mindless drivel you presented here.
The NFL needs fewer teams, not more. There aren't enough good players now and the pipeline will start shrinking now that more parents are prohibiting kids from playing.
What is the purpose of a Cleveland Browns franchise that has won one game in 2 years? Would anyone actually care of the Buccaneers didn't exist? Half the games played are crap that no one but a true homer would watch anyway. Blech.

Owners are often reluctant to share profits so it might indeed be a few years before expansion happens. As far as CTE ruining football I doubt it. People still sign up for military duty and there is far less pay there. Injury is possible in the military and other lines of work as well.
Football is entertainment and the current players are not thinking much about CTE. Face it, America likes football because it's like war. It's fast moving action and it's real not like MMA and the WWF.
I do see the possibility that down the line there will be less youth football. That might cause a problem but we are ten years or more away from that. As for college there are 39 stinking bowl games plus the championship game! It's big money. Face it when the bottom line is money and we do not care about someone's health.
It would be stupid to expand to Europe. Mexico is a possibility but not a good one. Unless America changes a lot we will see NFL expansion within ten years.

This. Too many teams but I say keep the Browns- with fewer teams this "old time" franchise will be able to make themselves good again.
NBA, MLB, NFL all need fewer teams and NFL can go back to 14 games and fewer playoff teams.

Giants vs. Eagles -- a rivalry game, so somewhat worth it. But the Giants suck so who cares.
Lions vs. Bears -- see above
Green Bay vs. Carolina -- only interesting because Rodgers came back
Pit vs. NE -- the only really GOOD game on the slate for this last week
...plus a host of other games that someone might care about but few will turn into. Jax vs. Houston -- ?? Tenn vs SF ??
The talent is watered down, too many teams suck or are at .500, blah blah protests and kneeling, this 40+ year NFL fan is watching fewer and fewer games.

It seems that all but a few of us do not think the NFL will expand. One thing we all can agree on, change is inevitable. The NFL wants to be prepared for the best and that is why they have been the most progressive league in going to other countries. (Well they have the money to do it as well.)
I think we will just see better helmets and equipment. The league will expand.
The NFL has a nice 32 team set up right down and divisions are mostly close geographically.
At one point they had the Phoenix Cardinals in the NFC East and the Atlanta Falcons in the NFC West.
And there were 6 divisions where some divisions had 5 teams while other divisions had 4 teams.
Right now there are 8 divisions with 4 teams each.
They could expand by 4 teams, and make it 6 divisions with 6 teams each.
Then they could go back to a playoffs with 3 division winners per conference plus 3 wild card teams.
Or - expand the playoffs to 16 teams, give the 6 division winners an automatic spot but seed the NFL 1 through 16 regardless of conferences. Then you can get Super Bowl match-ups that you could never get before like Steelers vs. Patriots or 49ers vs. Cowboys.
So, what four cities?
First, you look at cities that lost NFL teams.
St Louis lost the Cardinals and then lost the Rams.
Oakland is losing the Raiders - again.
San Diego lost the Chargers
What major cities never had a team?
Salt Lake City, Oklahoma City, Portland, San Antonio, Albuquerque, Louisville
Toronto or Mexico City
They need to take a page out of the tobacco companies' playbook and expand into Asia. As Americans tire of the carnage, they need a new population to maim.
