Illinois Half in Champaign. Wisconsin Half in Kenosha.
Brooklyn Half. Slightly rolling first then gradual downhill to the finish
bumping, looking for a fast half in the same timeframe, preferably in March
Modesto Half in March. Honest course (start & finish about 2 blocks apart) but dead flat except for one small overpass. Entry fee $85 until Jan. 1. About 1200 runners in half, maybe 3000 in the 5K/half/full combined. Friendly volunteers.
The Kentucky Derby Festival Half Marathon.
Shamrock Half in Virginia.
Bandit the first half of the Boston marathon
Vigor Big Cottonwood Half
Is there a region of the country that you live in? Is there a certain time you would like to run?

+1, I live in Louisville and this one is pancake flat.
The Fontana days 1/2 marathon.
Come and do Valencia.
World Half Champs, pancake flat. Tons of good standard club runners from across Europe are descending on it. It'll be a top run.

+1 Illinois Half
Celebration Half Marathon in Orlando.... Mid January
R'n'R New Orleans. March 4, 2018. Nice course, as flat as flat can be. I mean it's track flat and it's fast and fairly scenic too. I've run it 3 times and will go back in the future.

I see you say not R'n'R...not sure of the reason. It's run pretty much like any other half or marathon I've been too.
Fontana , wrote:

You'll be out of commission for weeks after, but this is definitely the right answer.

The current course is most definitely flat.
(Insert “Well back in my day the course was better and had hills” comment here)
