Simple. You're 70.
Your heart rate monitor is broken
Try not running downhill.
I can only speak for myself... but your probably ok.
My max might be high 160s.... and rarely can get it over 160 anymore without running a mile all out.
There are days I barely hit mid 150s. Most days while doing mile repeats I barely hit 158.
I do most workouts in the 140-150 range. It took me awhile to get mentally use to the low numbers but my pace is reasonably solid for the low hr.
