What's the easiest and safest way for me to purchase ethereum and litecoin?
Is there a long delay to purchase once I set up the account?
I'm not tech savy, and this is extra cash that I'm investing - so I'm OK with some risk.
Thanks in advance.

The number of bitcoin threads that have appeared here in the past week tells me we've reached the peak of this mania. Somebody needs to be the bagholder for the coming collapse, so it may as well be you.
Use the app Coinbase. You can purchase either with a debit card or bank. Depending on your bank, it could take up to 6 days for the coins to reach your app's "wallet", but they will still be purchased at the price you purchase them at. Bank purchases incur something like a $5 fee while debit card fees are higher. The delay for processing bank account purchases is because the people mining the coins prioritize the users who paid the higher feeds (debit purchases) first. Also, Coinbase will limit you to $2500/week in transactions.

You are confusing Coinbase's fees with the mining fees that people pay to have a transaction included in the blockchain. If you never withdraw your bitcoins from Coinbase to a private wallet, then your bitcoins never even touch the blockchain, so mining fees have nothing to do with it. The fees and delays imposed by Coinbase are entirely their own invention, for their own purposes.
There's a lot of talk about litecoin and ethereum. How about NEM?
Check it out. It's definitely a long term hold, but it's more likely to grow via actual usage rather than hype.
u right
you can send your money to me. I'll make sure it gets invested in crypto currency. Glad you are ok with risk.
