Notre Dame has a thick enough wallet to recruit in Europe, with plenty of athletes available that can pass ND academic requirements. If my job was on the line, I'd be ripping pages out of the VT and UGA recruiting playbooks.
If they are simply too lazy to recruit hard, then all bets are off.

TOEFL scores are out of 120... any foreign athlete that applies to ND needs to have at least 110 to get in... so it’s not that easy to go overseas and get any athlete accepted to ND. While we’re on the subject, most track and field athletes need to be in the top 10% of their class, have a 3.75 or better gpa, and have scores above a 28 on the ACT and above 1400 on the SAT to have a chance to gain admissions to ND. So, before you go off and talk your smack about what you would do if you were here... know what the hell you are talking about. VT average score for the TOEFL is 90 but is lowered for athletes and UGA is 80 and again lowered for student athletes. At ND it’s not lowered. If it was that easy I’m sure I would be trying to get it done, but it’s nearly impossible to get done at ND.
Lastly, ND track and field is not “thick in the wallet” far from it homie!

For you to say that Utah State, NDSU, and New Mexico have larger budgets than Notre Dame is hilarious. And don't give me that crap about what the federal government data show. I have been at two Division I programs as the head coach and when I saw the numbers on what my program was supposed to have it was actually about 50% less.

It appears that they are indicating that Mark Van Alstyne is going to be interviewing as a finalist at App State on Monday and Tuesday.
A few ACC distance coaches interviewing for it.
