For the most part, anyone on a one year contract in the coaching ranks can resign at anytime without penalty. They can typically be release at any time as well (at the discretion of AD or head coach) but this is rare as most supervisors will wait until a contract ends, but their contract allows for it.
I think what you are curious about are the guaranteed payouts a fired coach receives, as well as buyouts for a coach who resigns for another school (you hear about this stuff with football and basketball head coaches). A contract like that is not common in Track. A track coach with a contract like that is likely a head coach at the DI level, on a multi year contract and likely makes over six figures a year.
