The victorious coaches in the women's meet this year talked about how inclusive their rosters are and the international flavor of their teams (the intonation there, of course, is that all other coaches are discriminatory). My college coach made it known on more than one occasion that he had a stack of letters on his desk from foreign athletes wanting to run at our school and he could wipe clean the whole team and start fresh with foreign athletes at any time. Of those two teams 90% of their scorers were from other countries (the lone 10% comes from a commonwealth that competes under it's own flag at the Olympics). Inevitably this will lead to more coaches seeking out more foreign athletes. My question to you is if the composition of all NCAA rosters were 90% foreign would you have any interest in the sport? Does there need to be a quota system on foreign athletes, just as there is a quota system on foreign work visas in this country (for visas there has to be a recognized need for the foreign labor, is there really a need for us to train the worlds developmental prospects for free)?
