That's very typical. NCAA in this case, is responsible for producing the content, then a broadcaster "wraps" the content with commentators and then attempts to generate money off of consumers with some combination of PPV and adverts.
Once again, the NCAA has no competition, and therefore no motivation for delivering a better product in any way. Regarding the gimbal, that would cost extra money the NCAA is unwilling to provide. There's just no reason.
This is what happens when an organization is allowed to operate as a monopoly.
