If my college does not have an official indoor track team, would I be able to register somehow and compete in indoor track meets on my own?

A lot of college meets allow for unattached runners. Also check for club meets.
The majority of meets are on directathletics now. Every meet on the site says if they take "unattached" athletes or not. It should be very easy for you to find some meets to run in.
Be aware that some meets have a higher standard of entry to unattachrd athletes compared to collegiate athletes. If you are in college, you may be able to get in (even if you only make the collegiate standard) by emailing and explaining you are a college runner who just doesnt have an official indoor season.
Don't wear a school uniform and you'll be fine.
