No doubt that Rosa Parks deserves to be up there. She was courageous and stepped up for civil rights like very few have done before. Will all due respect to scientific achievements (and I'm a scientist), civil rights is above all. Freedom is above all.
Elinor Ostrom won the nobel for economics, but she is not among the list. Rosa Parks changed lives, maybe indirectly, but did. Period!
I would put Claudette Colvin instead of Rosa Parks, Colvin actually did what Parks Re-enacted 9 months AFTER Colvin, Parks was a career activist and Parks and the NAACP did not want Colvin to be the face of the bus boycott as Colvin was about 15 years old with a baby AND Colvin's skin was considered TOO DARK (I KID YOU NOT LOOK IT UP) so after months of planning Parks took the same bus route WITH the SAME DRIVER and Parks sat down and refused to stand as Colvin had done 9 months BEFORE. I think Colvin should be acknowledged and honored for refusing to give up her seat.

This is an example of an incredibly reliable and thoughtful question. However I read the first page and no one even had any idea of who to put on the mountain.
Perhaps this shows the prejudices against women and how we fail to use their abilities!!!
It also shows that we, and that includes me, do not know women as doers.

A few people did, but not nearly as many as I would have expected. Hard to find someone who personifies the ideals treasured by the US as much as Tubman does -- hard work, rose from nothing, risked her life many times for the freedom of others, served her country in war, etc.
+1 Harriet was the gotdam GOAT.
With all due respect to Hillary, her legacy may not be enough to merit a mount Rushmore facing

Harriet Tubman
and Abigail Adams
All of these four made legacies on this country that still stand the test of time, despite the fact that it has been 70 years since the most recent one.
Rosa Parks rode a bus and sat in the black only section. No hero.

In fact, before I go to sleep let me explain my logic in terms of Hillary, since Hillary was considered a beacon on this thread
Abigail helped to give Hillary a country to run for President in
Harriet helped in the movements for women's suffrage to allow Hillary a realistic chance
Eleanor made it possible for modern women to be respected for their merits
'Rosie' started the dialogue of women as equals
Without all four, there is no candidate Hillary.
