I think people are getting confused with what is USADA/WADA and law enforcement, an FBI-type forensic investigation and our system of juris prudence. USADA/WADA does not have a system where hearsay-type and circumstantial evidence is presented to a jury who decides guilt or innocence. It does not work like that, USADA/WADA has a limited set of specific tools at it's disposal for determining guilt. Testing positive, the BP, missing whereabouts, analytical findings, getting caught with drugs in your procession and/or the procurement...for the most part, that's it. WADA recently established an intelligence and investigations team. The purpose of this team is to investigate allegations raised by informants/whistleblowers and investigating analytical findings. The focus of this team is not on individual athletes, per se, but procurement and distribution networks and systematic doping among groups and states.
With all of that said, rumors and suspicions about NOP athletes is just that. Uncharacteristically outstanding performances, not being OCC tested, always testing just below the threshold, training with and/or associating with dopers, etc.; will probably get you and a fancy bears-type watch list, but that's it. Even an unverifiable photo of a teenaged athlete's chart showing drug before he was in the testing pool or possibly a USATF member has no bearing on the athlete. Even if someone says they saw you dope is worthless without proof. If you are being tested, passing them, your BP is fine and you have not been caught purchasing or having drugs in your possession...as a practical matter, the 'athletes' is clean.
AlSal and perhaps the NOP program is another matter. Procurement and/or administration of a controlled substance and even encouraging athletes to take a prescription drug that only severs the purpose of PE, even if it is not on the ban list could involve at the very least a sanction or perhaps legal action against AlSal. But it is not going to be simple. AlSal knows the rules, consulted with USADA and probably has documented proof that someone told him that what he was doing was ok. Unless some new and compelling fact-based evidence comes forward, I think this whole investigation is going to wither on the vine. Real doping involves artificially increasing an athlete's RBC (EPO), muscle builders (Anabolic Steroids) and speeding up neuromuscular response (Amphetamines). AlSal seems to have carefully stayed away from the Big-3. Btw, any questions about recent NOP performances, my understanding is AlSal stopped the grey area stuff years ago.

She didn't bring it up. She answered a question. She didn't accuse Jordan of taking PEDs.

However you wanna slice it it's just poor form on Shalane's part. Obviously bitter that Jordan is now the faster marathoner....
I wonder if Shalane gave her condolences to Jordan when her mother died. They both have the same work address and see each other often enough.
