Depends on the program but I think you will find most top programs fall roughly in the 80-100 range. A few go over (and sometimes only a few athletes) and a few go under (i.e. A lot of people run fast on 60-70 mpw at 5000m and under). As always there are crazy outliers (guys being all americans running 120).
I remember, back in the early 70's a teammate at ASU, Pete Span, ran only 50/60 miles a week during XC, yet was able to win a couple Fiesta Bowl marathons on that, I think around 2:20 or just under. He might have upped his mileage some before the marathon, as I ran with him a few times then.
"normal" I would say yes, it's not surprising to see someone run that mileage. But not common to average over 90mpw for Aug+Sep+Oct, I think. That's pretty high, compared to just hitting 90s a few times in the season.
mid major d1, guys were between 50-110mpw, with the glut of them in the mid 70s during late summer/early fall. usually around 5 guys would get to 90s and above; they were generally either among the best on the team or the worst.
