I though you were talking about the guy who inspired the movie Repo Man, Roger Milstein. Many UCLA Bruin fans remember Milstein making his presence known on the floor of Pauley Pavilion before and after UCLA basketball games in the 1970's. Mr. Repo Man would wear his $800 suit, and draw attention to himself every way he could.
