Yeah they could be. So could the 11:00 ones. I feel that with girls you have a lot more variance than guys. Guys improve more linear than girls. A ton of fast freshman and sophomores out there that don't improve on the women's side. The obvious answer is puberty, but there's more too it than that.
The difference between a 9:30 and 9:10 guy is way more massive, more frequently, than a 10:30 and 10:50-11:00 girl. Undertrained girls respond a lot better to collegiate training than undertrained guys. Part of that is the race distance in XC. Lots of guys have to be developed quicker for the 8k, which hurts the undertrained types once they get to college.
Many coaches gamble on women recruits more than men. Not just because they have more money or more roster spots due to title IX, but also because women generally have more upside. You will see 11:00 girls getting big money banking on potential but rarely see schools do that to a guy, myself included.
