You could easily add UK Athletics and the IAAF.
All 5 of these bodies have at one point or an other said that it is “ case closed” and everyone else’s responsibility.
A central problem to all doping control is is that on hand it suggests that it is following all principles of normal justice, with hearing and their top lawyers and loads of tomes of “ sports law” but on the other hand has massive shortfalls in its procedures.
Edwards case fails to meet proper standards and if the doping police have a view that they are “guilty anyway “then it is easy to construct a guilty outcome.
I think the central responsibility is for Kings College and it’s doping lab to admit its failings and then for the other police to unwind the false conviction.
It has been obvious that something wrong has been afoot in the case and all five bodies have played a part in what became a system protection exercise.
