These cars will be sold all over the US, and probably abroad, for the next couple of years.
Cars that have been submerged with water coming into the cabin are very difficult to remarket without doing a lot of work. It is almost impossible to get the mold stink out of the vehicle unless you replace all the carpet, seats and anything else on the interior that can absorb water. That can cost a couple thousand to do.
The biggest risk are vehicles that did not get inundated with water, but got water in the engine when someone tried to drive through high water. Those vehicles can look like new because cars are designed to get wet and only interior components might rust after a flood. The problem is that people will try to dry out the engine and flush and replace all the fluids. Even if done well by a good mechanic, the engine can often be returned to normal. But anyone cutting the corners will be selling a ticking time bomb.
Added to all that is the fact that CARFAX is notorious for slow reporting. People buy cars with clean vehicle histories only to find out later that CARFAX began reporting prior damage months after they purchased the vehicle. This is only made worse by the amount of time it will take to process all the flood cars through insurance claims and auctions.
If you are in the market for a used vehicle, the best thing you can do is buy one as soon as possible. There is actually a bit of a building glut of used vehicles right now which will not be the case when Harvey victims start buying replacement vehicles.

On the other hand, if you can afford to, definitely buy a used car from someone in Houston and then have it fixed up yourself. They're going to need the money, and helping each other out in times of need is what we Americans do.

The images you're seeing from Texas is what the mainstream media wants you to see. It's been sugar coated with feel good stories that makes people feel all comfy. And politicians get campaign time as they spin the situation giving thousands of accolades to first responders but neglecting to tell the other side. And the other side are people & gangs looting, burglarizing, vandalizing, stealing abandoned cars, etc. There are some people just watching folks flow down flooded streets not willing to lift a finger. There are even thugs shooting at rescue boats!
And another joke is the Federal government allocated a measly 35 million to FEMA for aid when it should be more like 3 BILLION to help the folks (the government spends trillions on defense, what's a "few billion" to them to really help folks in need).
