All times are Garmin Time in the Pacific Timezone.
Time: Miles to Go ~Split Time +/- 3 minutes (Split Pace in min/mile)
09:23 AM: 40 ~80 min (16:00)
10:39 AM: 35 ~76 min (15:12)

She's been averaging closer to 70 than 80. She's also back in the flatter roads in NJ after the PA hills. She also doesn't have to worry as much about saving her legs for tomorrow...
She's currently averaging 4.3 mph (11:30 per mile) while running which is a 60 minute 5 mile split.

Assuming 76 mins per 5 mile split for the remaining 35 miles is 532 minutes (8.87) hours to go.
10:39 + 532 minutes = 7:31pm Garmin time = 10:31pm in NYC
(But if she turns it down a notch or two, back to the 80min+ per 5 milers , it gets her closer to the melodramatic midnight strike.)
If she would have started at the normal time of 5am on Fri morning, did the distance she has been doing, 58 mi, and ran another hour, she would have had a 62 mile day, done at 8pm ET
Then she rests for 8 hrs and starts at 4am on Sat morning, and ran the remaining 73 miles at 4mph, she would be done around 10pm EST

My numbers are 62 mile day in 15 hrs on Sat (1 hr longer than she has been running).
And 73 miles at 4mph, starting at 4am Sat and finishing around 10pm (18 hrs)
This allows for 8 hrs of rest rather than the 1 hr here and there and zombie walk to City Hall at 11pm. Have you been to that area at night? It's not the best part of town.

Which is why I mentioned that with a late night finish that she might run down Broadway, as Pete K did, rather than along the bike path. Like Pete had, Sandy is likely to have a large group join her for the final miles. If someone decides to live stream the final miles maybe they will provide a link. At that point only the miles to go matter. The splits are not important. Maybe before the GW Bridge a steam will be available as it was for Pete.

Closer, but not quite. She'd have to slow to 88:45 per 5 miles to push midnight.
70 per 5 would be 9:49 pm.
80 per 5 would be 10:59 pm.

You're probably right. That is a good estimate for the GW Bridge. She actually said 6-8 PM not the 6-9 PM that I mistyped.

Correct, and a walk from there onto City Hall could take 75 minutes alone, NOT including any interruptions and/or simple traffic impediment.

Not sure where you are seeing it plotted through Times Square, but many on this thread (and I believe the team) have emphasized she will be running on the Hudson River Greenway Bike Path for the most part until reaching City Hall.
