It depends on the start/finish that was approved when the application was submitted.

Rules for Fastest crossing of America (USA) on foot
1. This is for the fastest time to travel across the United States of America on foot, from New
York City to Los Angeles or vice-versa.
2. The attempt must start at New York City Hall and end at Los Angeles City Hall (or vice
versa). If two alternative cities are chosen, both cities must be coastal (i.e. San Diego to
Virginia Beach) and the route distance must be equal to or greater than New York City to
Los Angeles.
3. It is up to the runner to choose the shortest/most suitable route between the two cities.
4. Any route may be followed, but the journey may only proceed on roads where it is legal to
run. The breaking of any laws during the journey will result in disqualification.
5. The proposed route should be sent to GWR before the attempt.
6. Any type of commercially available, non-motorized or mechanical footwear may be used.
7. The runner may not be transported around or over obstacles such as bridges, bodies of
water, etc. by any means. The runner must travel on foot the full distance.
8. The record will be timed from the moment the runner sets off to the moment he arrives at
his final destination. Breaks may be taken as desired, but at no time will the clock stop.
9. The runner is allowed the benefit of a support team, but at no time may he be transported
towards his destination by the support vehicle.
10. The entire journey must be tracked by the use of an accurate, professional GPS tracking
device. .kml files must be submitted. The .kml files must include the timestampted route
and the distance covered. A printout of the GPS data must also be submitted.

Guinness Book of Records bureaucrats, made up this City Hall to City Hall rule long time ago. That never made much sense. Now the New York City Hall is closed off for security reasons.
At the end it does not matter since this is just a fun record.
