What time is "before work"? What time is "after work"? Is it sunny or cloudy?
65°/95° = 63° dew point
73°/40° = 47° dew point
Dew point doesn't normally change that much during the day without larger atmospheric forces at work. like a high pressure system moving in.
Even if the sun is direct overhead I'd go with the afternoon workout.
Dew point only matters for sweating, which is less relevant at low temperatures where conduction is efficient.
Not even close, take that afternoon run. Not sure I've ever noticed a dew point differential that great within 8 hours.
General rule of thumb is to add the temperature and the dew point together and pick the lower one for your workout, e.g. 75 with 70 degree dewpoint is worse than 80 and 60 degree dewpoint. In general though, it's a personal thing. I always do better in a lower dewpoint.
Key conclusion though as others have indirectly pointed out: stop worrying about humidity, worry about dewpoint.

Temperature matters less than the kind of temperature. Running under direct exposure to the Sun is much more difficult than running running when the Sun is at low altitude on the horizon, or below the horizon. That's why runners could put out a 12:50 5k when the temperature was 90°, yet have difficulty running 13:00 when the temps were 70°.
