It's clearly Wade VN at this point.
Will be Mo if he wins the 5.
A Gold and a Silver is better than anyone with one Gold and nothing else.
No field event or multi event athlete is going to be the star unless a record is broken or if the athlete is legendary.
That's just how the sport is.
Lets' look at the candidates (must have a Gold):
Men
100m: Gatlin - nice win bu too villainous
200m: Ramil Guliyev - stands out as a shocker, not a star
400m: Wade Van Niekerk, also a Silver in the 200 -Top star now
800m: Bosse - nice upset, no standout
1500m: won't be a standout regardless of the result
5000m: Let's see what Mo does
10,000m: Mo Farah - has a chance for the only Gold double, man or woman
110 HH: McLeod, big 0.10 margin if victory but needed sub 13 to stand out
400 IH: Warholm, makes crazy faces and stood out wearing the viking helmet
Women
100m: Tori Bowie - dropped out of the 200
200m: TBD - Felix didn't run it, Ouibo blew up in the 400, Schippers may stand out as a white chick winning
400m: Francis - didn't even smile after she won
800m: TBD - Semenya could come away with a Gold and a Bronze and would be the standout person comepetig as a female
1500m: Kipyegon, nice race, won't standout
5000m: TBD, chance for Ayana to be the star
10,000m: Ayana, let's watch her in the 5
100 HH: TBD - If Keni Harrison could top her WR or get a meet record it would standout
400 HH: Kori Carter, not a standout
This meet could be a Letsrun dream as the male and female stars may be the winners of the 5000 and 10,000.
