Dutch Athletics Referee here, and yes, I can confirm that you cannot hit the top of the stop board; that is considered a foul. (Just like a track distance run, you have to stand behind the line, cannot touch it. The stop board is that line. You can hit the inside of it, but not the top).

I'm a USATF official and that was definitely a foul. You cannot touch the top of the board (not even a little bit). There's no controversy. Saying he barely touched it doesn't matter. It's like a long jumper whose foot goes a millimeter past the board - still a foul.
except that the video you linked (and that was shown by nbc) doesn't show his foot actually touching the top of the board. it shows a blurry foot in the vicinity of the board but there's no way you can conclude that the foot touched the top of the board on any video of i have seen.
