That's ridiculous. The college coaches are not paid to optimize a student's training for the world championships.
And how do you decide ahead of time which athletes should be rested during their college season to save something for the world championships?
If you know before the season even starts that someone is going to be in contention for a world championship, then maybe they ought to take a redshirt season anyway, huh? Or go pro.
The WCs are every other year, plus there is the Olympics. So you think that there should only be 1 season out of every year in which every college team is focusing on the NCAA title? Again, ridiculous.
