This would not meet the Guinness definition of 'independent", given as they are a sponsor.
Independent witness actually are generally paid for their time. In fact, Guinness even provides this service. It wouldn't be out disallowed for the sponsor to hire witnesses.
Independent means that the witness has no familial connection to the person applying for the record.
Also, watching her in the video, her running form sucks. Her fists are clenched and her arms are raised up too high. She wastes lots of energy for an endurance runner.
