In this Italian article it says they brought him to the hospital. There are also two pics at the bottom of the page. Was brutal to watch him laying on the track apparently not able to move for the remaining two laps.
He should be able to walk it off.

If they suspect any kind of neck injury they absolutely did the right thing. And, he was convulsing -do not move him. Cancel the race and rerun it if necessary, but do not move him. It looks like the officials handled it well; protected the injured athlete and allowed the race to be completed-well done.

Where do you want them to move him to? Just drag him into the infield? what purpose would that serve other than to potentially exacerbate the injury?

I believe that title belongs to the guy in the 2007 world championships. Takes a barrier to the face, lost a couple teeth if I remember correctly.

Anyway, I hope this kid was ok. Hopefully it was just a really bad looking concussion and not a more traumatic injury.
Also some people were complaining about ingebritsen excessively celebrating in this race. He did like 2 or 3 quick arm pumps, it wasn't too ridiculous, imo.
Again, though, hope the kid that hit his head is ok. I think the officials did the right thing shielding and keeping him in place until appropriate medical personal could arrive.
