Anyone know why the 1500 field was so sub-par this year? Only 5 of the top 15 world lead. I feel like it is usually a much stronger race.

Early on the pace makers, Managoi, and Cherioyut began to seperate from the field. With about 500m left the gap was 30 meters, or so, at that point the rest of the field started racing taticly. The chase group ran like idiots, which is why beyond Managoi and Rotich the times where underwhelming.
It will be a very open 1500 this year. No one has run exceptionally....... only 12 under 333
I think it is more that past years' races have been incredible but this year was just a bit more normal.

If Kwemoi is healthy, he'll be a serious threat to win gold. Manangoi and Cheruiyot show no signs of not being ready to contend. Asbel may well be there but we don't know. He has not been close to that level to this point and his tactics at championships are not always exemplary--however, he has done a lot better at World's than Olympics since 2009.
At the past two Olympics in the 1500m, it has seemed as if the top Kenyans were under drug threats or had big disruptions in training or something. That usually does not happen at world's, though.

Asbel gives up 100% of the time when he knows he isn't in contention. This doesn't not mean he is in good shape - not sure where you're getting that from.
He's one of my favorite runners, but he isn't going to be a factor this year.
I've never seen 3:28 called weak before.
The last time a human did that outside of Monaco was 2003.
