It all depends where your staying.
I was running on several roads near deep creek lake state park and theres some decent trails you can hop on if you end you check out the map of the park. If you park your vehicle you do have to pay to get in though.
I also think Big Savage run is fairly decent for running.
My high school always did Summer XC camp at New Germany which is close by but again itll be three bucks to get into.
Some of the rentals come with free membership passes to the community college athletic facility as well.

Spend quite a bit of time throughout the year.
219, the main road that crosses the lake, has wide shoulders, but a lot of traffic. I tend to stick to Marsh Hill and Sang Run Rd. Sang Run has smaller shoulders (less traffic) with rolling hills through more farm-like areas. Main appeal to Sang Run is ending your run at Mountain State Brewery.
An off-road option is nearby Forks Run. Very runnable/ non-technical trails that are reasonably flat. Also, parking is free at Forks Run.
