I believe so, his only other was 43.72 in 2015 at La Chaux-de-Fonds; he also ran 44.01 there in 2014. Next best was 44.10 in the semis at World's in Beijing and 44.08 this year in Lausanne.
He is also scheduled for the 200 that starts in about 30 minutes (1 hr 15 min after his 400). It will be interesting to see what he can do there.
