Their population is 1/10th that of the US with what seems to be a similar distribution of talent. But they have a large time zone difference that makes it hard to make a phone call to recruit, out of state tuition, green card issues, the possibility the athlete gets cold feet on a move to a different continent, the need to translate academics for admissions purposes, etc.
Meanwhile coaches are overworked to the point that they don't have time to recruit all the suitable candidate in the US. If it is a California school, it can be tough just trying to reach all the possible good recruits in state.
So why would a coach take away from their already limited recruiting time to reach out specifically to aussie athletes? I'm sure any coach would happily take that aussie recruit, but not many are going to go after them.
If you're going to look outside of the US to recruit, much better to go after a target rich environment like the caribbean for sprints/jumps or east Africa for distance. You've gotta triage as a collegiate coach.
