Yep.
Still a valid question. I've tried running even in very light dress shoes, and while I can get moving for a few seconds, I can't possibly be running as fast as in trainers. I imagine they also don't have good support for standing around all day, given the weight of most officers. And given that last point, they need all the help they can get with running.
They need XC shoes. Not all of their runs are in concrete/asphalt.
Using XC shoes they could outrun the criminals in grass, mood, dirt, sand, snow, etc.
Maybe they need certain safety requirements in their shoes like steel toe, steel shank, waterproof, etc.?
One of the guys that ran on my high school team, has been a police offer. He has worn running before on raids, in case he is needed to run down somebody. But he looked foolish, when he had to attempt to kick down a door and couldn't. I would also assume they are waking on glass, other sharp items also at times.
I've never seen a cop I thought could outrun me, regardless of shoes, and I'm barely more than a hobby jogger.
Cop doesn't need to be able to out-run you...All he has to do is get close enough for the taser to hit you.
Can you run faster than 830 ft/second? If not it doesn't really matter.

Maybe a good compromise would be short spikes with shiny black leather tops. They would get good traction and still be able to deliver serious damage with a kick or a stomp, and still look the part.

Anyway, I haven't seen many cops who look like they could run well enough for the shoes to make any difference. Especially when they are usually loaded down with gear like a Christmas tree.
Law enforcement have cars. Law enforcement have radios. Law enforcement have helicopters. Law enforcement are trained to prevail in a fight in a phone booth. Their plan is for at least three law enforcement to corner and subdue a suspect. No need for running shoes.
