Looks positively like a tic or some other compulsive habit. Lots of runners have them, but most are more subtle, Ches tugs on his shorts 15 - 20 times in a 5K for ex.

I have seen him do that in other races, including last week, and I thought he was just nervously looking around behind him, kind of like Cheserek always does, but Chelimo is far less twitchy.
He looked behind him absurdly often considering how big his lead was. If you're running 63's don't worry, they're not gaining on you, not by much at least.

I tug on my shorts quite a bit myself, but I'm a little larger than average and thus my legs are too thick, making my shorts ride up, so I have to constantly pull the down, otherwise they look like a speedo. Not sure that Ches has this problem tho..
I remember watching Louis Luchini from Stanford and he would tug on his shorts at least 100 times in a 5k. Maybe more. But he was fast so I would do the same to run 13:XX in the 5k
Doug Christie used to say hello to his wife in a similar way.
