I have a mile race coming up in about 3 weeks and I'm a few pounds over my ideal race weight-would it be smart to lose those few pounds by cutting calories or just race at my current weight

Just eat healthy and clean. Also, keep training and you'll be fine. Cutting calories doesn't help as much as having more fruits and vegetables. Never try to drop a bunch of weight through dieting because it doesn't work.
Your performance would probably suffer in the short term

You can easily lose 1-2 lbs per week safely assuming you are actually "over" your ideal racing weight. So, go for it.
