I use Yahoo! mail for an older email address of mine. Yahoo! mail performs quite poorly compared to Gmail. Mayer was in charge for years and my Yahoo! mail didn't noticeably improve during her captaincy. I say no.
She was arguably the worst CEO of the decade but lucked into several things, a huge compensation package to hire her in the first place, and a prior investment in Alibaba, which has returned a enormous amount of money.
I wish she wasn't a woman so that when I bash her, I don't sound sexist, but she was absolutely terrible. I would suggest she was the least effective CEO on a per dollar basis of all time.

She has failed upwards miserably. She was dating/banging one of the founders of Google when it first got started and she ended up as a VP of something. But being blonde and "pretty" for tech, she became a media darling and as CEO of Yahoo, the only thing that saved her was the Alibaba shares. She sucked at being a CEO.
However, anyone taking over as head of Uber is going to preside over its eventual implosion and it won't be pretty.

Her job was to break up Yahoo and maximize the sell price after Microsoft hollowed it out.

There is no implosion happening at Uber, now or in the future.

If they had sold to Microsoft in the first place then they wouldn't have been in such dire straights. Microsoft then decided to teach them a lesson and use them as an example to the world so really she had no chance from the start.
