Sure. It would force your body to operate with less oxygen intake. However, if you're only doing this for your runs, the effects might not really be all that great. The people who really thrive from altitude either time their stints well or live up there full time. Just add 20 more miles a week or something.
No. You're manipulating the wrong variable. Oxygen density is not affected in the slightest by your airway. This is why training masks don't simulate altitude either.

If you take in less oxygen, the concentration of oxygen will reduce in your lungs. By reduced air flow, you will also increase the concentration of acidic carbon dioxide in your lungs, and it would be very challenging to overcome the burning sensation of suffocation during training. If you are mentally tough enough to teach yourself you aren't actually suffocating, it could work.

At altitude, the partial pressure of oxygen per air molecule is less. Thus, your muscles are learning to function with molecules that are not as rich in oxygen as sea level. When you go down to sea level, you can feel the increase in oxygen.
A mask that restricts your airflow when you are at sea level will only strengthen your lungs/diaphragm because they will have to increase their rate to supply the same volume of air that you would normally death in. This does not stimulate IN ANY WAY what it would be like to run at altitude. Your muscles are still operating with the same amount of oxygen per air molecule. You will not run faster because of this. Sorry.

It will simulate the effects of massive stupidity very accurately.
I can send you an oxygen tank full of my farts to breath, it might simulate something.
Does that mean that if I drink a half liter of water instead of a full liter, there is a lower concentration of oxygen in the water molecules I'm consuming?

That was basically the marketing gimmick behind those stupid altitude mask that a bunch of cross fitters were buying up a couple years ago. Sure, it makes it harder to breath but you could also just run faster.
