Ignoring Webb and Ryun for the moment...
Realistically, given how suckish the tracks and spikes were in the 1960s, Danielson and Liquori's runs should be better than the modern-day 3:59s.
Following them, the runner with the worst conditions was probably Verzbicas, who was getting rained on during his run, and somehow ended up with something like a :57, 2:02 split from the rabbit.
The runner with the best conditions was probably Fisher, with his race pretty much going perfectly.
Hunter did it indoors which should also be taken into account

This is wrong Michael did it last year in a highschool race as well
How about getting all of the 3:59.3 to 4:02 or so runners from this year and putting them in the same race, maybe with a rabbit or two. Would have to in high school to make it a legit high school race.

Indoor tracks are way faster than they used to be. On the other hand, Danielson ran on an extremely fast dirt track, probably not worth much faster than 3:58.
Remember, Jim Ryun ran 3:39.0 1500m (3:56 mile) on the crappiest torn-up dirt track ever his junior year of high school in 84F heat at the Olympic Trials.
Ryun also ran 3:58.3 all alone in a high school race on a slow dirt surface in 86F heat.
And this was over 50 years ago!!
Ryun wins hands-down.

He actually just ran 3:38, and he ran 3:57 with lime disease outdoor at pre, he would finish top 3 in this hypothetical. The fact that his coach prepared him to run sub 4 is irrelevant because obviously he would have to have been trained to run sub 4 in order to run sub 4, just like all of these kids.
Michael did it in a high school race, was paced through the half way point in 2:01 or 2:02, was getting over a cold, and it was rainy
