4:15 isn't what it used to be, it's a dime-a-dozen nowadays. Unless you're running 4:12/9:15, there's really no reason why you shouldn't be considering some of the better D3 schools. You can actually contribute and compete on a national level. Plus, it's not like you'll be racing in the olympics. Might as well enjoy the next four years and compete where you can.
Granted, Franciscan isn't one of the better D3 schools.
My guess is that this kid comes from a traditional, conservative Catholic family. Franciscan weirdly has a national and international (i.e. the prince and princesses of Luxembourg) draw for those types, even more than you'd expect from BC, Georgetown, ND, etc, which tend to be more liberal, albeit more prestigious, Catholic universities. It's for the same reason, yet different sect, religion, or political ideology, that people attend BYU, Oral Roberts, Liberty University, Hillsdale College, Hampshire College, Bennington College, etc.
TL;DR: If you come from a traditional Catholic family, you go to Franciscan. It has nothing to do with times or recruiting.
