For most four year colleges, the summer beforehand is way too late. The vast majority of colleges required transfer applications sometime between early January 1 (the UC system) and mid April for most private schools.
For transferring to a two year college, you'll probably be able to register up until a few weeks before the semester starts, but you likely won't be able to get all the classes you want.
If you're a truly exceptional athlete, deadlines can be waived by a *lot* of colleges, including some very, very good ones. The same is true for a lot of other talents/abilities, though--many schools will give a break to someone who can bring something rare or unique.
If you're just a great student, deadlines will *generally* (not quite always) be adhered to.
Say I'm attempting to transfer based off of my athletics (XC/TF) and I'm just now starting the process. Is it possible to be released and contact coaches and transfer to another university in time to attend the new university in the fall?
It all depends on where you're looking to go. In NY, state and city schools tend to be pretty flexible with transfers. Wouldn't hurt to reach out to admissions. If you're planning on running though I would contact the coach first.
