The problem is not the ones they are monitoring, but those who have never been tested before but suddenly possess the ability to run 2:05 for the marathon. Put in simple terms 2:05 is the historic equivalent of about 9.78 for 100m.

It doesn't matter because they're still fan favorites with many people. It's funny when a big fish like Sumgong gets caught expert coaches & Kenyan sympathizers come out and start running damage control. The Russians have a doping problem and the Kenyans have a doping problem. But it was the Russians who were banned from competing at Rio. All will soon be forgotten with Sumgong, and she'll probably even get to keep her Rio gold.

This is exactly what happens, and is exactly what I continue to write from several years, since I know very well what happened, also in the past, about the number of tests (and in the last 4 years also OOC).
I repeat again : the real problem was not the lack of tests for Kenyan athletes, but the fact that all the cost of these tests was paid by WADA, and this fact was not fair compared with all the other big Athletic Countries.
The fact is also that somebody continues not to see the evidence : where, for example, were caught Rita Jeptoo (already in 2014) and Agatha Jeruto (in 2015) ? Of course, in OOC tests. I think that also somebody blind can understand that tests OOC IN KENYA ALREADY EXISTED.
I don't contest the fact several Kenyans were doped. I contest the fact that 99% of people here always thought OOC tests didn't exist.
It's not difficult to know the truth, if somebody really WANTS to know the truth. The only thing is to look at the right (and official) sources, instead to run behind idiots as Trollism.

'Most tested by the IAAF' which is like saying 'Best Kenyan golfer'.
The IAAF take charge of testing in countries that half no provision for testing their own athletes and/or can't be trusted in the sporting world (Kenya is both.)

Sumgong tests positive for Prednisolone IC, but conveniently gets a TUE retroactively.
And the cover story is it was used for "inflammation."

Prednisone (or Prednisolone???) is given to cancer patients taking the likes of abiraterone, enzalutamide (or docetaxel I think), I'm wondering why an elite athlete would need a TUE for a medicine for cancer patients?

Both Prednisone and Prednisolone are prescribed for lots of conditions related to inflammation. They are also used in immunosupressant therapies.
That results of that referenced study are unusual. WADA does not consider Prednisone a PED, it is prohibited for other reasons.
It's possible that the key to the positive results is the short-term treatment used in the study. There are lots of other studies that indicate that longer-term, Prednisone acts as a catabolic steroid and causes muscle myopathy.
