Where would this leave the 2005 10000m Bekele record? Presumably he doesn't meet the pre-record testing requirement?.
This seems like a big deal, but what does it really mean? I imagine outlets like T&FN will continue to do bookkeeping on the older records. And it's not like everyone is just going to forget about Paula's record overnight.
Also, though I'm all for testing, I think we have to be careful with the idea of a mandatory history of 6 tests before the performance. Wouldn't that effectively make it impossible to set a world record in your first (or maybe even 2nd?) year of international competition, because tests only come every few weeks?
That being said, I do like the idea of recognition withdrawal for any doping positive at any point in time.

Good. There are no clean records currently in the books.
The rule change would be dumb and unfair.
First, since it's quite possible that many post-2005 records are the product of doping, this rule change would be both over-inclusive (including doped post-2005 records) and under-inclusive (excluding clean pre-2005 records).
This is in the same category as other dumb ideas from UKA like the idea of re-starting all records in 2016 because that was supposedly the beginning of the "clean athletics era." Which was immediately followed by the meldonium fiasco and any number of positive tests. We are not now and never will be in the "clean athletics era" because there will always be cheaters who get away with their cheating.
Second, the only fair rule is to recognize records that were achieved according to the rules that existed at the time and that everyone competed under. You shouldn't penalize people after the fact for not following a PED testing regime before 2005 that wouldn't exist until years later.
This would become a joke, like boxing which has numerous world champions depending who sanctions a division.
No one's going to forget about Mike Powell and El Guerroj's records.
It would just make the replacement records lame and the sport more of a joke.
The IAAF would lose credibility.
It could open the door to a new federation with different rules for track.

Not so sure about that as you can't just go off the year the mark was set. You need to know how often they were tested in the months beforehand.
That would imply that records set after 2005 are 'legitimate' when we all know that the technical and administrative procedures and protocols used by the IAAF, USATF, WADA, NCAA, NFL, MLB, and so on are not admissible in a US Criminal Court of Law. Hence records set after 2005 are not valid either.

People have, however, already forgotten how El Guerrouj's name is spelled.
This probably isn't gonna happen if the sport wants to be taken seriously ever again. Looks like that'd make Kiprop the 1500 world record holder and Gebremeskel in the 5k given that nobody has run faster than him since 2005 (that is if they erase everything including 05).

I don't care what the IAAF says, 3:26.00 and 12:37 will always be world records. The IAAF can suck it and never be taken seriously again.

This is a great idea. I've said for years they should do this, but I said they should use 1989, the year random testing was introduced, as the threshold. This is even bolder. Many clean WR holders, sadly, will have their records taken, unfortunately.
But it's for the best in the big picture. There is going to be some really weak WRs, men's LJ leaps to mind. I think it will be Saladino?
The clean record holders like El G, Powell and Radcliffe who may gripe can still boast of being a world record breaker, just as if anyone broke their record on the track. But this is a good time to reset. When FAT timing was instituted the old records became obsolete.
This is good for the sport. Glad Coe is doing this.

Old records that followed proper protocol at the time need to be grandfathered.
