They would never ban Kenya. Know why? Because professional sport is nothing but a business. Banning Kenya would cause the business tremendous loss of money and the public interest in running (viewrs, crowd ect.)
Unlike Russia case that has much less famous runners.

Dominance of 2 countries is actually killing intestest in the sport. That's why the world xc is only on biannually and 99% of people who watched or competed in London marathon could not name the winners without checking.

Obviously you want to see Kenya banned. Why? Because OOC testing appears to be working now? And when will they be perceived not to be cheating enough to lift the ban? Let me guess, when they're finally slower than Europeans.
Look, getting rid of Kenya still won't get you the medals you want because Ethiopia would continue to dominate unchallenged, and there's no reason to ban them as they've had very few positives.
The Kenyans and Ethiopians will dominate also with a level playing field.
Times will be slower though and the gap might be smaller. Who knows?

This is what they're catching with limited resources and zero compliance from Kenya and Ethiopia.
