Except the person is running a the 1200s and the 800s at the same pace (70/400) while the 300s in the middle are at 64 pace. That said, I don't get the structure either.
I like the change in structure. Every workout shouldn't follow the same pattern. Switching up interval pace can help with adaptation.

Running a shorter distance at the same pace is a bit odd.

I don't like the idea of finishing a workout at a slower pace than any previous rep.
How about:
2x1200 (3:30 about) w'400 recovery
5x300 (50) w'60' recovery
1X800 in 2:10
That'll make you feeling good but also whipped at the end.
