I haven't had a problem locating product, I just worry about quality since moving production from China to Vietnam.
Quality of their shoes sucks compared to the name brands. I don't get the hype with their shoes. Same for Altra.
I don't live near any stores that carry Hoka so I just get on the internet, order a couple pair of shoes and they arrive a few days later.If I happen to be at a store that carry what I want, I will buy a pair.
The only thing going on is that Hoka is so popular and such a great shoe, they are having trouble keeping up with demand.

I have a wide selection of running speciality stores where I live and they were out of my size and Bondi 4. Went online and bought 2 pairs.

Their order fulfillment has only gotten better with us in the 2+ years we've been carrying their shoes. The first 6 months we couldn't keep them in stock well (in part because we didn't want to carry of ton of the shoes when they first came to market), and our orders could take up to a month to get filled, with them even telling us they wouldn't be able to fulfill specific orders.
Every shoe company is probably going to have brief time periods where stock is low on specific models, usually due to production shifts (new model coming out that they want to build surplus inventory, change in colors on the line, etc).
The other issue with finding them locally has to do with how most stores are going to stock shoes. I'm at a very high volume single location 'mom and pop' running store, and while we'll maintain an inventory of 4+ per size in bread and butter shoes like the Adrenaline, 2000, or Ride because we're going to sell close to that many in between shipments from Brooks, Asics, and Saucony, Hoka models are still 'niche' shoes and we won't carry nearly as much stock (usually aim for 2 per size for the popular models like Bondi and Clifton, just 1 per size and not any in the higher or lower sizes for other models). When you carry stock in a shoe that way, all it takes is a couple people coming in that wear your size and the store is potentially out of stock for a week or so, which has nothing to do with the supplier. OP, have you asked your local store if they can just special order for you? Our margin on small customer specific orders is worse than normal restocking orders, but its still a profit and certainly better than no sale at all. Orders like that are under a business week for us as well, from almost every manufacturer (including hoka).
As far as quality, Hoka has only gotten better from what I've seen. We noticed a lot of sizing issues in their first 2 models of Cliftons and Bondis. and there was a bit of an issue with heat welded overlays coming off on older cliftons. These days I don't hear about issues any more or less than the major players in the industry.
